St. James Phase 1 and 2


St. James is a 405.41-acre development located in Accokeek, MD. It is divided into two sections which are separated by Livingston Road. The 53 home sites in Phase 1 sold out and generated $25.6 million in revenues. The 129 home sites in Phase 2 are under active development and construction by Haverford Homes. It is projected to generate $90.0+ million in sales revenues based upon Phase 1 sales.

The 120.43-acres in Phase 1 was developed in 2005 as a single phase. Ten homes were constructed in 2006; 16 homes were constructed by 2009; 19 homes were constructed by 2011; and the final 8 homes were constructed in 2014.

Stephen Gunn joined Haverford Homes in the Spring of 2007. He discovered substantial dirt shortages, reforestation violations, Storm Water Management (SWM) pond maintenance infractions, and access road issues from the public right-of-way (ROW) in Phase 1. 

Phase 2 was delayed due to market conditions and major design requirements for offsite improvements which included: 

  • A 4 lane intersection and road frontage
  • Power and communication transmission pole relocation
  • The discovery of Marlboro Clay soil conditions requiring geo-technical redesign to comply with Prince George's County Department of Permit Inspections and Enforcement (DPIE) guidelines.
  • Major earthwork adjustments to balance cut and fill.
  • Three major stream crossing structures consisting of a 12' x 8' x 90' post tension concrete box culvert, a triple 72" reinforced concrete pipe culvert system, and a double 54" concrete pipe system, all of which were required to gain access throughout the development.

The 284.98-acres of land development for Phase 2 was sequenced into 10 sections. Site development work began in 2015 with the first section of 18 lots. This included a $400 thousand box culvert stream crossing system for the new access entrance at Livingston Road. In late 2017, the second section began active site development work for the next 19 lots.
