Salient Solutions and Stephen Gunn work with Governmental Agencies to convert planned developments, ongoing developments, or troubled projects into performing assets. These intricate collaborations are built upon years of Trust. The regulators and inspectors, who represent the public, work closely with Stephen Gunn in a non-confrontational dialogue and a shared exchange of ideas and solutions.

Our mutual cooperation achieved the following:

  • Successfully managed entitlement procedures and permitting in 3 states, 28 counties, 13 townships, and 6 cities which all had diverse governmental codes, guidelines, and processes.

  • Proficient in federal, state, and municipal environmental permitting which includes, but is not limited to: Army Corps of Engineers (USACE), EPA, MDE, DPIE, HUD, DPWT, WSSC, MDSHA, DNR, DER, DPW (Baltimore), and MNCPPC.

  • Responsible for the daily monitoring of all regulatory standards for the Storm Water Pollution Prevention Program (SWPPP) under both MDE and EPA guidelines. Only two developments in Prince George’s County, MD, Piscataway Landing and Westphalia Row, passed the MDE state inspection in 2010. Salient Solutions managed five additional MDE inspections in 2016 and 2017. Their SWPPP/NPDES inspections, covering in access of 150 acres of sediment controls, passed without fines or violations.

  • Managed 206 development permits in Prince George’s County over the past 10 years. These were guaranteed with $52.7 million in Performance, Labor & Material bonds, and Letters of Credit.

  • Successfully structured surety reductions and obtained final surety bond releases for $33.1+ million during this same ten-year period.

  • Directed the implementation of six environmental approvals for a 404/26A permit achieved in 53 days. This extraordinary approval timeline was for a 105-acre wetlands and flood plain reclamation, yielding 70 acres of developed property and became a national demonstration site for environmental mitigation projects.

  • Pioneered the approvals of an Oak Ridge National Laboratory (ORNL) waste water treatment technology transfer for rural and mountain use receiving approved government permits from NPDES, TVA and EPA.

  • Authored $4.5 million in successful bond claims.
